El Toro has pioneered a novel method to identify pools of individuals who have historically failed to vote or remain unregistered, despite their eligibility to do so.  El Toro’s Dark Voter Pools dataset & tool identifies unregistered individuals who are eligible to vote in federal, state, or local elections and likely to register to vote if targeted with the appropriate messaging and outreach. Similarly, this service may be used to identify registered voters who vote infrequently in federal, state, or local elections and to persuade them to vote through targeted, personalized messaging and outreach. This service can be used to generate an advertising audience to target these individuals with digital and print advertisements via El Toro’s patented processes.  Additionally, these potential voters can be canvassed and/or targeted with other traditional voter registration tactics.

El Toro’s Dark Voter Pools enables political and election advertisers and marketers to speak to a broader and historically under-reached audience of potential voters. Approximately 30% of eligible voters are not registered to vote for various reasons, objections, or obstacles.  This 30% of unregistered voters represents a voting bloc of >48MM potential US voters. El Toro effectively used this tactic to identify and register swing-state voters for the 2024 general election.

Dark Voter Pools™ Identification, Stratification, Targeting, and Registration

Examples of Dark Voter Pools (DVP’s) include:

  • Previously Registered Voters (PRV) – primarily voters who lost registration when they moved or now have an invalid registration due to address inaccuracy.  These moves could be intrastate or interstate.
  • Multi-Occupant Split Residences (MOSR) – A home with multiple adult occupants where one is registered to vote but one or more occupants are not registered to vote (typically a husband/wife).
  • New Voters (NV) – These subjects are primarily 18–21-year-old citizens; this population has recently demonstrated declining registration due to their lack of driving.  Note: due to the National Voter Registration Act of 1993 (NVRA), aka Motor Voter Law, one of the most common ways for new voters to register is through the DMV.
  • Members of Religions (MOR) – Some groups like Jehovah’s Witnesses, the Christadelphians, the Amish, the Hutterites, and the Exclusive Brethren reject politics on the grounds that Christ’s statements about His kingdom not belonging to this world mean that earthly politics can or must be rejected.  Pew estimates up to 14% of unregistered voters fall into this category.
  • Apathetic Citizens (AC)—The largest cohort of unregistered voters comprises subjects with limited interest in and knowledge of current events.
  • Voters with Structural Challenges (VSC)  – Approximately 3% of unregistered voters claim not to have registered due to a disability or language barrier.
